HOUSE CONCURRENT RESOLUTION NO. 28

Requesting the Joint Committee on Government and Finance to appoint a joint subcommittee from the members of the standing finance committees of each house to undertake a study of state agencies and their employees in order to set priorities for the Legislature in determining which state agencies should be eliminated to meet the goal of reducing the size of state government.

Whereas, The number, size and mission of state agencies have proliferated and have by far outdistanced their ability to provide reasonable, necessary and efficient services to the people of this State; and

Whereas, An entrenched bureaucracy has developed in almost every state agency and is self-perpetuating and devoted to preserving the status quo; and
Whereas, The intolerable stagnation of effort and the loss of purpose exhibited by many state agencies were never foreseen or anticipated when they were established; and
Whereas, The Legislature should not sanction the continuation of these apparently bloated and top heavy agencies when the cost-benefit ratio of their continued existence is more expensive than direct payments to the citizens of this State; therefore, be it
Resolved by the Legislature of West Virginia:
That the Joint Committee on Government and Finance is hereby requested to appoint a joint subcommittee from the members of the standing finance committees of each house to review, examine and study state agencies and their employees in order to set priorities for the Legislature in determining which state agencies should be eliminated to meet the goal of reducing the size of state government; and, be it
Further Resolved, That the said Joint Committee on Government and Finance report to the regular session of the Legislature, 1995, on its findings, conclusions and recommendations, together with drafts of any legislation necessary to effectuate its recommendations; and, be it
Further Resolved, That the expenses necessary to conduct this study, to prepare a report and to draft necessary legislation be paid from legislative appropriations to the Joint Committee on Government and Finance.
